ANNUAL FOOTBALL TOURNAMENT RULES

SATURDAY 2nd JULY 2015
AT SARISBURY SPARKS F.C. GROUND, OFF COAL PARK LANE, OFF SWANWICK LANE, LOWER SWANWICK, HAMPSHIRE, SO31 7GW.

THIS IS AN ALCOHOL-FREE EVENT
NO DOGS ARE ALLOWED AT SARISBURY SPARKS F.C.

U7’s will play as much football as the time will permit within two groups, there are 12 teams entered as listed below,
if you have more than one team named, please forward me the name you would like for each ASAP.

1. The tournament is open to all FA affiliated clubs.

2. The laws of the game of association football will apply, with the exception of Laws 3 (number of players) and 7 (duration of the match).

3. U7s & U8s will play with a size 3 ball. All other age groups will play with a size 4 ball.

4. The penalty area shall be marked as a single box.
The goalkeeper shall not handle the ball outside this area.
Distribution of the ball by goalkeepers: Goalkeepers may drop the ball outside the area, kick it, and throw it under or over arm as per Association Football rules.

5. There shall be no kick off; the referee shall drop the ball in the centre to commence play.

6. There shall be no offside.

7. The tournament organisers shall provide referees.
Where this does not happen for any unforeseeable reason, the home team in each fixture in the programme shall provide the referee.

8. The referee’s decision will be final.
The organising committee shall not enter into any discussion concerning the referee’s decision of laws of the game.
All players must wear shin pads underneath their socks.
Referees will not permit players to take to the field of play without shin pads.

9. All field offences shall be reported to and dealt with by the Hants. FA Disciplinary Division.

10. The organising committee shall oversee the entire control and management of the tournament.
They shall decide anything not in the rules.

11. The committee immediately following a game shall settle any dispute; no question will be entertained after a lapse of 5 minutes.
Only one responsible Club Official may lodge a complaint which must be accompanied by a fee of £5.00, which shall be forfeited if the protest is not upheld.

12. Each team will submit to the organisers the names of 10 players with their names and dates of birth (on the forms provided) at least 30 minutes before the start of the appropriate age group.
Players may not play for more than 1 team in any one age group for which they are eligible.

13. Of the 10 players nominated to form a team, 5 or 6 may be selected for each game, depending on age of players, one of which shall be the goalkeeper.
One of the other players may change places with the goalkeeper during a match provided that notice is given to the referee before the change is made.

14. Substitutions may be made at any time during a game with the referee’s permission and those players substituted may take further part in that particular game.

15. There will be no given half time in preliminary matches in all age groups (including U7s and U8s).
In competitive finals there will be a change of ends half way through.

16. All Preliminary matches will have a duration specified in the programme with no given half time.
The Quarter-finals and Semi-finals will have no half time.
The Final will be two halves.
The duration of matches may be subject to change; confirmation will be given at the start of the tournament. (U7 & U8 will have no knockout rounds and will be on a no points league basis).

17. Preliminary rounds will be played on a league basis, 3 points for a win, 1 point for a draw. Any team that fails to turn up on the day and cannot be replaced, all remaining teams within the SAME group will be awarded 3 points.
Where points are equal, goal difference shall apply.
If this fails to decide, the team scoring the highest number of goals shall go through.

18. After completion of the preliminary rounds the tournament will enter the knockout stage. Matches equal at fulltime will be decided on 3 penalties, if it is still equal after 3 then sudden death. Only the players on the field of play at full-time shall be eligible for the penalties and a change of goalkeeper will not be allowed.

19. The first teams listed for each match shall be deemed the home team.
The away team shall change kit/ use different coloured bibs in the event of a colour clash.

20. The times of starting are as per the programme.
Any team not ready to start at the appointed pitch, at the appointed time will be liable to be excluded at that stage of the tournament.

21. A player ordered off the field of play shall take no further part in the tournament at any age group.

22. Managers are solely responsible for the conduct and welfare of all their players and supporters whilst attending this tournament.
Sarisbury Sparks FC and its members shall not be responsible in any way for any loss or damage to property or liable for any injury sustained by players, managers or supporters whilst in the confines of the Sarisbury Sparks ground or surrounding areas.

23. The organising committee will disqualify any team for any serious misconduct of their players, managers or supporters with the confines of the Sarisbury Sparks FC ground or surrounding areas.

24. Sarisbury Sparks FC organising committee shall have the power to fine and/or deal with the following infringements of the tournament rules and shall control the competition being sanctioned by Hants FA.
Fines imposed shall not exceed £10.
a) Any team withdrawing from the competition after the closing date shall forfeit their entry fee.
b) Any team not registering at least 30 minutes before the start of the competition.
c) All Club Officials are reminded, in accordance with FA rules, that they are responsible for the conduct of their players and supporters during the tournament.

25. The organising committee reserve the right to modify the tournament in the event of teams withdrawing from the tournament.

26. Individual managers are liable to be asked to prove that players are eligible to play for the age group in which they are entered.
This may be satisfied by league approved registration documents.

27. U7 and U8 players will each receive a medal for taking part in the tournament. In other age groups Winners will receive a trophy and individual awards and Runners-Up will receive individual awards.

28. In the event of the tournament being cancelled due to unforeseen circumstances, monies will be refunded, after deduction of expenses incurred by the organising club
